Hugo Mercer (Argentina)

Sociologist, with post-graduate studies in Sociology at El Colegio de Mexico (1982-1984), Evaluation at the Evaluation Center, Western Michigan University (1996), and University of Buenos Aires (Ph.D. abt). Full professor of Sociology of Health at the School of Social Sciences, University of Buenos Aires; Co-coordinator of the Master Program in Public Health, University of Buenos Aires; Professor of Social Medicine at the Metropolitan University-Xochimilco, México DF, 1975-82; invited professor at the Universities of Milano-Bicocca, Italy; UASD, Dominican Republic; La Havana, Cuba; de la República, Uruguay; USP, Brazil .

In the Argentinean Government was in charge of: Health Sector Planning (National Director, Secretary of Planning 1985-87) and Coordinator of the National Insurance of Social Inclusion; Ministry of Social Development (2001).

He worked for PAHO as consultant in the area of Human Resources, in different Latin American countries and in Washington DC, since 1972. Consultant activities were also accomplished for the World Bank (Coordinator of the Human Resources for Health component, Loan for National Capacity Development, 1987-1990 and Technical Coordinator of the projects "Justice System Reform" and "Model Court", 1999-2001); UNICEF, Italian Cooperation, UNFPA, and the Kellogg Foundation.

Editorial Consultant of the International Journal of Health Services (1976-1986), Social Sciences and Medicine (1990-2000), Interface (since 2000), Espaco da Saude (since 2000). Deputy Editor of Human Resources for Health, online journal, (since 2006). Member of the Academic Committee of the Master in Local Development, University of Milano-Bicocca.

Research activities in the area of health policies, Chagas disease and Human Resources for Health (grants received from WHO, Argentinean Research Council, University of Buenos Aires, etc). He is now Acting Coordinator for Performance Improvement and Education within the Department of Human Resources for Health.
